Jim was born on June 23, 1948 to Dorothy and Edward Hawkins of Carrabelle, Florida. He graduated Carrabelle High School, as well as Tallahassee Community College. You always knew when Jim was around as he would either be singing with his beautiful voice or the whole room would be in laughter at his sweet, funny stories. Jim served his community in many ways. He served as City of Carrabelle Police Officer, Franklin County Sheriff Deputy, City of Carrabelle Commissioner, City of Carrabelle Water and Solid Waste Specialist, a member of the Carrabelle United Methodist Church, Order of the Eastern Star, Franklin County Shriners, Scottish Rite, and a proud member of Curfew Lodge No. 73, Free and Accepted Masons where he also served as District Deputy Grand Master for the State of Florida, and last but never least he was a family man who always saw to the needs of his family. Jim leaves behind to cherish his memory, three sisters, MaryAnn Taylor (Robert) of Panacea, Betty Sue Waters of Port St. Joe, and Dawn Simmons of Carrabelle, one brother, Edward T. Hawkins of Panacea, and a sister in law Stella Phillips of Bonifay, numerous nieces and nephews, (one who will carry on his name "Bishop") and a host of friends. Jim was predeceased in death by his loving parents Edward and Dorothy Hawkins of Carrabelle, brother Tommy Phillips of Panacea, and two sisters Francis Hawkins of Buckhorn and Star Langley of Eastpoint. Jim Phillips was indeed a rich man as he has countless friends that will deeply miss seeing his smiling face. Rest my sweet friend and we will meet again some sweet day! Services will be held on Friday at 11:00 at the Evergreen cemetery in Carrabelle. Visitation will be held on Thursday evening from 6:00 to 8:00 at the Carrabelle United Methodist Church on Tallahassee Street in Carrabelle.
